The Antigua and Barbuda citizenship by investment program accepts selected stateless people from 4 countries (bidoon) – Not all CBI countries accept stateless applicants, but specific country programs offer due to humanitarian considerations.

Stateless applicants must make qualifying investment, face rigorous due diligence by government and banks and must provide alternative documentation to prove their identity and background. The eligibility of stateless people from all other countries are determined case by case basis by Antigua authorities.
Stateless people
The 1954 Convention relating to the Status of Stateless Persons defines a stateless person as: “A person who is not considered as a national by any State under the operation of its law.”
A stateless person holds no citizenship anywhere, not recognized as citizens by any country. They are denied basic rights to a nationality, they are often also not allowed to go to school, visit doctor, get a work or job or even get married. Parents may not be able to register their birth, obtain a birth certificate or other legal identity documents.
UNHCR reports there 4.5 million stateless people as of 2026.
